Prior to 2076, Jerry Fawlter worked as the head of dataterm's sales department. After the privatization of the NCPD, Fawlater was appointed as the new police commissioner.

Ever since becoming a commissioner, Jerry involved himself in numerous illicit dealings. He conspired with Maelstrom gang member, Aleksandra Zaytsova, to lure officer Reggie Loeb and his partner into an ambush for being too proactive in their investigations. He also organized the elimination of homeless people with Scavengers member Yelena Sidorova in a development project in Northside.

Jerry can also be seen in the Black Sapphire making a deal with a 6th Street officer.
