Yes, Solitude is the same city in Arena, Skyrim, and ESO (all one "canon"). Even though everything is very closely related in the lore, the reason that we split the articles per game is just for reader convenience. They know what they're looking for, and I think it's our job to give them that content with minimal distractions from other games. It's just a lot neater; IMO, best to do this for all types of articles.
