The Corporations rule the world and tend to have more power of the governments. But Japan still has a government that controls its own politics if I read it correctly, but as you'd expect Arasaka has backed politicians. Japan was also able to repudiate Arasaka and localise it as a Japan-only company for a while. So I'd assume Japan still has control over its own country but Arasaka just has a lot of control over the world.
