The Overpacked Suburbs were designated for neighborhoods around Night City, which became overpopulated by refugees during the Time of the Red. The Fourth Corporate War and the 2023 Holocaust destroyed significant portions of Night City's housing areas, leading to roughly 2 million people becoming homeless due to bombings and flooding. Survivors fled into overcrowded tent cities in the surrounding suburbs, including Heywood, Rancho Coronado, and New Westbrook, which lacked financial help and resources.

Conditions in the Suburbs

By the 2040s, the Overpacked Suburbs were characterized by crowded and crime-ridden environments. The NCPD was overworked, dedicating more than half of its forces to gang-related issues. The area saw the rise of tent cities, and the City Council classified the Overpacked Suburbs as having a 'Moderate/Combat' threat level. Despite the dire conditions, people outside the most dangerous zones lived in relative peace.

Development and Reconstruction

Plans were made to regulate the situation in the Overpacked Suburbs, but progress was slow. By 2040, huge megabuildings were under construction to house the displaced population, and ongoing development projects were arranged. However, areas like Rancho Coronado had not seen major development by 2045 and lacked essential utilities.

Cultural Aspects

Street Theaters became a trend in the suburbs, attracting crowds, with more elaborate productions drawing larger audiences. Techies were also drawn to the area to make eurodollars on the side.
