Fiona Vargas was a well-respected doctor specialized in cybernetic implants for young future talents in sports. She operated in Dogtown to avoid taxes and regulations.

Fiona Vargas is extremely talented and moderately cynical, at least by Dogtown standards. She quickly became a respected ripper in the community, and just as quickly she was faced with a choice - either stay at the hospital and treat patients, or start cybermodifying athletes. Help people, or make money. After a few years, she became the head of the Center for Neuromotor Development, Site 341, and her office accumulated medals, trophies and awards won by the outstanding athletes she helped mould. There is, however, no success without failure. Some kids don't succeed and their files end up in a drawer in Fiona's desk - and there they stay, buried along with their dreams. Today, Dr. Fiona Vargas' main job is to divide people into two types - those who will bring her medals, and those who belong in the drawer.
