If the playthrough is started by skipping to Phantom Liberty:^{[Notes 1]}

While V is reading a book at a stand in Coastview, Pacifica, they are contacted by a mysterious individual who introduces herself as Songbird.

If the playthrough is started normally:

Sometime after resolving the meeting with the Voodoo Boys and Alt Cunningham, V is contacted by a mysterious individual who introduces herself as Songbird.

After contacting V, Songbird will direct them towards Dogtown's northern gate. There she will explain that the plane she is flying in, the Space Force One, will land somewhere in Dogtown. V's mission is to access the district and rescue President Myers before BARGHEST captures her. To convince V to do the job, Songbird promises them a cure that will save their lives. Additionally, and to prove she is serious, Songbird gives the merc a Militech sofware that unlocks new abilities which V can use through the Relic. More of these are scattered around Dogtown in abandoned Militech terminals.

After finishing the conversation, Songbird leads V to the EBM Petrochem Stadium's underground parking garage, which V can access by either sneaking or fighting their way into it.^{[Smuggler 1]}

Wow, this story's got it all! An unknown number, a mysterious caller, a shady meet-n-greet in the middle of fuckin' nowhere... And they say I'm the one always divin' headfirst into trouble. But sure, if it's not a trap, it's a one-in-a-trillion chance. Next stop: Dogtown. Can't wait to see how this shit unfolds.

The Side Jobs involving Delamain will also be completed up to and including Don't Lose Your Mind which will have been completed by resetting Delamain's Core. Before heading down the elevator, V can scan a map of the Stadium Parking with three marked locations (sectors 3A, 3B, and 6B) and a drawing of an insect. Each location has a cache of smuggled goods that cannot be accessed after leaving the area.
- Sector 1A: A derelict Villefort Alvarado contains a Perk Shard in its trunk. This location was likely intended to be 3A.
- Sector 3A: A makeshift wound dressing kit and minor equipment are found next to a destroyed blue Villefort Columbus.
- Sector 3B: An archived conversation shard and a unique BARGHEST helmet are inside a destroyed Villefort Columbus, with indications of a firefight.
- Sector 6B: A Cyberware Capacity Shard (quality depends on level, max quality is Tier 4 at level 25 or higher) is inside a locked Villefort Columbus.
