New Zealand is also a sub section of Australia, but that's not nessarily part of Australia. That's often used a convenience since it's not big enough to have it's own section. In the book, which I have open to the page you sent me thanks by the way ;-), It clearly states it as an independent terroritory from the mainland China. It also tells how it has both Chinese and Japanese influence, and how the people fear China invading them. Quoting the book "Taiwan officially declares permanent independence from the mainland, hires Arasaka to retrain their military. Again China is still too involved in internal problems." Another quote "Roles in China and Taiwan are much different than in America" again stating they are different.

While different from the real life Taiwan, its still the same in that it is an independent state.
