The Lucky Charms is a concept within the Cyberpunk universe, encompassing various factions and organizations that play significant roles in the narrative.

NetWatch

NetWatch was created as part of a unilateral agreement in the UN treaty and is a worldwide Net policing organization based out of London, England. Founded in 2013 by a US/Eurotheatre treaty, it works closely with corporations and fights against rival Netrunners. NetWatch's Netrunners, known as NetCops, Wolves, Weasels, and The Icemen, are equipped with powerful software to patrol the Net. The organization's primary goals include arrest and imprisonment, and it oversaw the development of corporate CitiNets during the 2030s and 2040s. Initially formed as a European net security company, NetWatch transformed into an international agency sponsored by corporations, specializing in securing data fortresses and pursuing unlicensed AIs. It maintains the Blackwall, a barrier of ICE against rogue AIs, with the goal of preventing people from penetrating it by 2077. The Blackwall is believed to keep free AIs from causing mayhem. NetWatch is often at odds with Night City gangs like the Voodoo Boys, and corporate propaganda portrays its agents as defenders of humanity.

Raffen Shiv

The Raffen Shiv are an outcast subculture of nomads in the Cyberpunk universe, considered the most-hated nomads. Members of the Raffen Shiv, known as 'raffens', are viewed as subhuman by nomad society and are often involved in scavenging and predatory behavior. The Wraiths are the largest group within the Raffen Shiv, and many smaller Raffen groups have moved into cities to terrorize them. Raffen are typically well-armed and armored, affecting chrome 'ware, and their vehicles are more combat-oriented than those of average nomads. Some members are total cyberpsychotics, and the Raffen culture is characterized as oppressive and abusive.

Seven Nations

The Seven Nations represent the largest nomad groups in North America, with over 7 million nomads in the United States around 2020. More than half of these nomads pledged allegiance to one of the seven nations, with the largest being the Snake Nation. The Seven Nations were formed through unofficial treaties and conferences across the US, and the Raffen Shiv are sometimes considered the eighth nation. The Aldecaldo family was the first true nomad family to form, and they are one of the two nomad factions in Cyberpunk 2077, frequently in conflict with the Wraiths.

Snake Nation

The Snake Nation is officially the largest of the nomad groups and is a member of the Seven Nations. It is a loose confederation of nomads created in response to the formation of the other six nations, with the motto "Don't Tread On Me." The Snake Nation has the most diverse ranks and no set base of expertise for their economy, involving families in various areas of the nomad economy. They have invested in larger construction and salvage jobs, participating in significant projects like the TransCon Maglev. Freddie Douglas, the current leader, was chosen for his stability and willingness to work with outsiders.

Federal Intelligence Agency

The Federal Intelligence Agency (FIA) is an organization in the Cyberpunk universe, established in 2006 after the dissolution of the NSA and CIA. Initially underfunded for almost half a century, the FIA was granted extensive powers and privileges in 2053. Its agents conduct intelligence operations globally, including infiltrating Night City during the Unification War. The FIA's involvement in military action was reduced post-war, and it serves as a secret weapon for the NUS president, Rosalind Myers, in her political maneuvers.
