Hi Maat123, from what i am aware of, the artist that uploaded the image was not aware of Cyberpunk as a series, and the image itself did not reflect anything from Cyberpunk. In my opinion it looked more of a steam-punk style image rather than cyber. 

Regarding fan art, we have a policy against it, except in certain circumstances (e.g. Very high quality and reflects a logo, icon or something similar that was described in the books, but has no image)
