During the demo Judy and Elena, if I remember correctly, help V use a braindance to see into Yorinobu Arasaka's penthouse through Elena's mind. This is to see where the chip is located. Maybe he brought it from Japan (Speculation on this one). So I'm pretty sure that's where the player goes, because I know you can't leave Watson in the demo. But that still doesn't explain the text, maybe it's refencing the headquaters and not the Plaza. That's what I've been debating.
