The tunnel is a smuggling route leading from the Longshore Stacks in Dogtown to a boat shop called Boatwerks in West Wind Estate. Using this tunnel, BARGHEST is able to smuggle in any goods they require from outside Dogtown, and export any goods others might require out of Dogtown, including people.

It is under the command of Ross Ulmer, a high-ranking BARGHEST lieutenant.

At the West Wind Estate side of the tunnel, a locked room can be found where the Iconic Senkoh LX Raiju can be looted.
