The People's Republic of China (simplified Chinese: 中国) is a country located in the Pacific Rim.
History
Second Civil War (1990s - 2000)
The runaway success of Deng Xiaoping's reforms had resulted in a corrupt government and a corrupt form of robber baron capitalism in China. In response in 1992, an ex-high school teacher (Hua Yuchi) preached a return to hardcore Maoism and an agrarian policy. Soon 2 million joined his movement, most of them peasants. The Maoist Loyalist Cabal (MLC) moved against the government, starting the Second Civil War.
By 1995, the MLC had conquered Guangzhou. The People's Liberation Army found themselves fighting a war on three fronts. In the west, they faced a great Tibetan uprising. In the northwest, Muslim extremists funded by the Soviet Union and its megacorp SovOil. And lastly in the south facing the Maoist Loyalist Cabal (allied with the Khmer Rouge of Cambodia).
In 1997, Hong Kong was ceded to China from the United Kingdom and the MLC spilled over into the new territories and swept through the countryside to Kowloon Bay. Riots in Hong Kong started breaking out in 1999, with the MLC starting to battle the Triads and corporate firms in the region. Not long after, martial law was declared. The Triads and corporations formed an alliance, while the Neo-Hong Kong army reorganized to repel the invasion of the city.

When Hua was assassinated in 2013, the Neo-HK army raced across Victoria Harbour and fought their way through Kowloon. They did find long-standing pockets of resistance to the MLC between themselves and the PLA, who retook Guangzhou. After liberation, the Neo-HK army Ghurkas privatized; the Triad-Corp alliance disbanded, and everyone went back to their old system of covert trade.[1]

By 2045, the Chinese government had been exhausted by the fierce battles in the Mongolian Plateau and South China Sea for access to those regions' strategic resources. China also had not fully recovered from the loss of Hong Kong, the victims of biological terrorism. The city was surrounded by a 100-ft wall, built by China to contain the plague and it had become a stronghold of Alt Cunningham's Engram.[2]

The Soviet Union and China competed to secure a major arms deal with Arasaka that would put the losing country at a severe military disadvantage. The secretary general of the Soviet Union hired Fixer Mikhail Akulov to personally spearhead negotiations with Arasaka on his behalf. The fixer brought Shelma to monitor Chinese activity on the local Net, conceal his purpose in Night City, and check the status of China's talks with Arasaka.[4]
Government

China is run by the Chinese Communist Party (CCP), which oversees the Central Committee and the State Council. The Central Committee makes laws and decides foreign policy, as well as controlling the military, while the State Council leads the ministries responsible for industry, family planning, interior development, etc.[1]
Law Enforcement
China is still under semi-martial law, and capital punishment is used for anything from murder to theft. Prisoners that aren’t executed are sent to high-security prisons and labor camps. They’re strict about weapon laws, with only 10 round capacity handguns and light body armor being allowed to civilians, and only with a good reason.
Much feared are the Chinese Secret Police, the "Black House", that watch out for dissidents and conduct international espionage. According to rumor, there’s at least one in every work group, and they have a strong presence in several overseas "chinatown" districts.[1]
Military
The People's Liberation Army is split into three branches which don’t operate alongside each other very much. The army is the largest of these branches. Its infantry is supplemented by a variety of light and heavy cavalry, as well as 5-man elite squads made from the best soldiers and given the best weapons, each with a different specialty. Their navy is on par with the rest of the world, but their airforce is lacking, though they do have nuclear weapons.
China's military is strongly tied to its corporations, and they have a partnership with Militech, forming the China CyberMilitary Manufacturing Co. Ltd.. They also partner with Cheung Kong Holdings Ltd., Dai Lung, Kadar Holdings, and Shanghai Silks and Textiles. In fact, joint-scale ventures with the government are the only large-scale businesses allowed. Some of China's top generals received training from Lazarus.[1]
Culture
Chinese culture is a strict socialist caste system with five levels: Cadre, Military/Corporate, Artisan/Merchant, Peasant, and Refugee. Peasants make up most of the population and are forced to work in state-owned farms and factories. It’s important for the Chinese to put on a big face for tourists, even if they’re at the bottom of the social hierarchy. The people of China are also said to be superstitious.[1]

Economy
China used Yuan as its official currency, usually in paper form; it’s illegal to take Yuan out of the country. Almost everyone in China uses the black market from time to time.[1]
